Following are the minutes of a city commission work session
held at Safety Harbor City Hall on Saturday, May 13, 2006.
Present were: Mayor Pam Corbino; Vice Mayor Andy Steingold;
Commissioners Kara Bauer, Kathleen Earle, and James McCormick; City Manager
Wayne Logan; and Leisure Services Director Matt Spoor and Dr. David Kelley, who
was facilitator for the meeting.
Mayor Corbino called the meeting to order at 8:35 a.m.
Dr. Kelley conducted the City Commission’s Goal Setting Session.
He asked them to discuss three questions:
1. What is happening in Safety Harbor that you
feel very good about and want to continue?
2. What are we doing that needs to stop?
3. What do we need to begin doing?
The focus of the session was the identification and
establishment of goals desired by the City Commission. Each Commissioner
provided a list of goals and Dr. Kelley provided a mechanism for prioritizing
their identified goals. Following this exercise the goals were assigned a
priority ranking which represented the consensus of the City Commission. Dr. Kelley
recommended that the concentration be on the top ten items.
The following goals were approved and ranked:
1. Improve Drainage, Roads, and Infrastructure
2. Downtown Parking – Evaluate for available
land, potential partnerships, and plan for parking areas.
3. Develop Downtown Vision – Address walkways,
events, redevelopment, parking and traffic.
4. Economic Development Officer
5. Enhance Traffic Calming program – Evaluate use
of more options than “speed humps.”
6. Continue Beautification Projects – Continue
current neighborhood grants and downtown grants. Expand to areas outside of
downtown area for street beautification programs.
7. Road Improvements in Downtown Area – 4th
Street/Martin Luther King Street North, Bayshore Boulevard, Philippe Parkway,
side streets off Main Street.
8. Reevaluate Requirements for Downtown Parking –
Address new construction, conversion of existing buildings, and provision for
Payment in Lieu of providing required parking.
9. Enhance Gateways to City – Main Street and
McMullen-Booth Road, Philippe Parkway and Bayshore Boulevard.
10. Develop Standards and Accountability
Procedures for providing City funds to Outside City Agencies and/or allowing
Non-City groups to Undertake Fund Raising Events requiring approval of the City
Commission – Maintain and enhance City control of festivals/functions.
11. Beautify Bayshore from Marina Park to
Alligator Lake – Implement landscaping and hardscaping.
12. Increased Transparency of City Government – Address
understanding of plans, rules, intent, etc.
13. Utilize Natural Resources.
14. Improve City Commission Chambers – audio,
lighting, etc.
15. Library Expansion
16. Open Communication with entities having
possible major Economic Impact.
17. Lincoln Highlands- Insure levels of service
are equal and reevaluate potential for installation of additional sidewalks.
18. Conduct Forums – Use collaborative labs
isolating issues and visioning with all stakeholders.
19. Dress Uniforms for Fire Fighters
20. Include all of Safety Harbor in Displaying
City Banners – Downtown, shopping centers, and historic Safety Harbor downtown.
The meeting adjourned at approximately 12:45 p.m.
This meeting was recorded in its entirety and the recordings
are kept on file by the Safety Harbor City Clerk. The recordings are public
records and available to any citizen.
