The City of Clearwater has announced the
appointment of L.Tracy Mercer as the new Director of Public
Utilities. She will be responsible for reclaimed water, water
supply and treatment, water distribution, wastewater collection and
three wastewater treatment plants.
Mercer has been with the city since March
2006 as assistant director of Solid Waste/General Services. Prior
to her arrival, she worked for the City of Winter Haven for seven
years, as the assistant to the Public Works Director, Public
Services Manager, and as Director of Utilities.
While in Winter Haven, Mercer was involved
with the purchase of a private utility, facilitated the conversion
of a utility billing system, implemented an inter-local recycling
program with four municipalities, acquired grant funding for a
recycling center and re-engineered the city’s cemetery. Her
prior experience also includes fleet maintenance, solid waste,
streets, meter reading operations, water and wastewater operations,
and capital improvement projects.
The Public Utilities Department has an
annual operating budget of $50 million and a five-year capital
improvement program of $170 million. The department has 175
employees.
